Heterogeneous Permeability tensor mesh rescaling from an existing mesh

Hello,
Good day. I would like to rescale the 2D Heterogeneous mesh presented in the below mention benchmark case from 100mx100m to 18x18m. Is there any quick fix for this? I have a very short time to generate this mesh. I would really appreciate if some one could help me on this.

Hi, one can transform a mesh with paraview’s transform filter, then update the gml file to new dimensions.
Be careful with rounding errors, which will probably happen while transformation, so take the exact numbers from the mesh to the gml file.
